OUR HISTORY
In 1994 Compliance Solutions was established to provide services to affordable housing communities operating under Rural Development’s section 515 program. Within five years we were among the largest providers of utility allowance calculations, handicap accessibility surveys and energy audits in the country. In 2001 we expanded our market by introducing services to Low Income Housing Tax Credit projects. To date we have…..

- Performed more than 4000 energy audits
- Performed more 266 capital needs assessments
- Performed more than 5000 physical inspections for state agencies
- Prepared utility allowance calculations for 3100 properties in 2006 and have been doing this work since 1995
- Provided public training to state agency, management and development personnel on tax credit compliance, HUD compliance, fair housing, handicap accessibility and energy conservation
OUR PHILOSOPHY
We have a commitment to the long term viability of the nations stock of affordable housing. Our founders understand the need for quality affordable housing and how shortages would impact our country and its citizens. We realize that, although needed, our services could create a financial burden on the housing community being served. We have attempted to minimize this by creating a pricing structure based on cost of service plus a modest profit. In our industry, pricing based on the market causes an undue burden on the properties and ultimately communities suffer. Client List
OUR CLIENTS
Our distinct mix of services has allowed us to work with various individuals and companies within affordable housing. Our clients range from individuals to large corporations each with varying business interests within the industry. We monitor affordable housing communities on behalf of state agencies, as well as, ensure property compliance for investors. We assist developers with ADA concerns and conduct Capital Needs Assessments for owners. Our diverse clientele has allowed us to gain experience in practically every facet of affordable housing. We have used this experience to “delight” clients for more than a decade.

OUR MANAGEMENT TEAM

Robert Zeffert, (Senior Principal), is the managing partner of Compliance Solutions and oversees all business development and strategic planning. Under Mr. Zeffert’s leadership, the firm has experienced average annual growth of 25% since 1996. He has used his extensive knowledge in database development and system design to improve the company’s efficiencies and overall profitability. His vast experience includes streamlining a process for calculating utility allowances. As a result, Compliance Solutions, Inc. calculates more utility allowances for 515 properties than any other company its size.

Christopher Elliott, HCCP, (Principal) has worked in the affordable housing industry for ten years. Prior to becoming a part of Compliance Solutions’ principal staff, he was an inspector/auditor and conducted handicapped accessibility surveys and energy audits for affordable housing communities across the country. Mr. Elliott has completed file reviews and physical inspections under the terms of the Nebraska, California and Michigan contracts. Currently he oversees all operations and serves as Project Manager for all state contracts.

Scott Michael Dunn, HCCP, C7P , (Chief Compliance Officer), joined Compliance Solutions in June of 2004. Prior to Compliance Solutions, Mr. Dunn served as president of Costello Compliance, LLC. In this role he provided oversight for the compliance of Section 8, 515, Section 42, Moderate Rehab, and HOME properties throughout the states of South Dakota and Nebraska. Mr. Dunn is recognized as a National Compliance Professional – Executive (Housing Credit College) and holds various specialized certifications related to HUD and Rural Development programs.

Martha McBroom, (Utility Allowance Manager), joined the Compliance Solutions team in 1998. Ms. McBroom provides operational oversight for the utility allowance division. Under her leadership this department has tripled in volume since 1998. Currently her staff process more than 3100 utility allowance calculations annually.

Donna LaChance, (Accounts Manager), joined Compliance Solutions in November 2005. Prior to joining our team she served as a Technical Support Representative for Intuit’s Quickbooks. She also served as the bookkeeper/accountant for a condominium association. Ms. LaChance is currently responsible for all bookkeeping functions including accounts payable and receivable.

Morgan Wiggins, HCCP, (Director of Compliance Department), Mrs. Wiggins joined Compliance Solutions in April 2003. She handles on-site monitoring, in-house compliance department services and correction reviews for State Agency contracts.

Theresa Andrews, (Manager, Inspections Services), joined Compliance Solutions in September of 2005. Prior to our firm she served as a Technical Analyst for a Fortune 500 company. Mrs. Andrews now applies her technical knowledge to generate state of the art reports for Compliance Solutions’ clients.

OUR PROFESSIONAL TEAM

Sue Barnett, HCCP , (Compliance Support Administrator), Mrs. Barnett joined the Compliance Solutions team in spring of 2006. She has 22 years of affordable housing experience to reflect on when performing her current duties. Prior to Compliance Solutions, Mrs. Barnett served as site manager for a project based section 8 property in Illinois. Mrs. Barnett is both HUD and tax credit certified.

Lori Dunn, HCCP , (Compliance Specialist), Ms. Dunn also joined us in the Summer of 2006. Having been involved in affordable housing since 1996, she has managed properties that involved hundreds of units and many forms of federal funding, including Section 8, Rural Development and Tax credits. She most recently worked for Rural Development for several years in their multifamily lending department.

Marcy Hosey, HCCP, (Compliance Specialist), joined Compliance Solutions in the spring of 2006. Before joining the Compliance Solutions team Mrs. Hosey served as a property manager in Michigan. She has more than 9 years of affordable housing experience and understands the MSHDA system. Mrs. Hosey has completed both Certified Occupancy Specialist and Housing Credit Certified Professional training. Her experience includes property management of Section 8, Section 236 and LIHTC properties.

Elden Kinder, (Field Inspector), joined Compliance Solutions in 2006. Prior to becoming a part of our team, Mr. Kinder served as a crane operator for 30 years. He also served as a site manager for a 186 unit multi site property in St. Louis, Missouri. Currently Mr. Kinder conducts Capital Needs Assessments and Handicap Accessibility surveys for Multi Family housing community across the country.

Joseph Henry, (Program Director/Senior Trainer), joined Compliance Solutions in March of 2008. Prior to this, Mr. Henry worked in property management for over 20 years as a Regional Manager. Mr. Henry's extensive background in all aspects of asset management along with his degree in Psychology allows a real life approach to today's challenges and regulations as well as a unique way of training others. His diversity in HUD, RD, and Tax Credit experience contributes greatly to Compliance Solutions' wide range of training products to the affordable housing market.

Bill Spillman, (Report Writer), joined Compliance Solutions in August of 2002. He has served in many capacities during his tenure ranging from utility allowance calculations to IT manager. His latest position combines his technical ability with his BA in English.
